The Financial Strategy

The medium term financial plan outlines the financial needs and
requirements over the next five years including the delivery of the
Council Plan. The strategy is to deliver a balanced budget (menaing
that reserves are not used to meet on-going expenditurecommitments)
each year over the term of the plan whilst keeping any tax rises in
line with inflation. The Council has to have regard to the level of
government grant received. In 2012/13, government grant have
reduced by 11.9% and Council Tax Grant from Central Government will
be awarded to compensate for a freeze in Council Tax (however, this
is for one year only). As part of the Strategy for 2012/13, New
Homes Bonus has been used to balance the budget.

Our net revenue budget will amount to
£16,577,000 a reduction of £768,400 (or
4.4%) of the 2011/12 figure. The Council's share of the
total Council Tax (for a Band D property) will remain
at £150.74; and is
10 % of your total tax bill.

Capital spending
|
| Our Capital Spending Strategy assumes that the
capital programme will be financed through additional interest
earned over budget as well as releasing new receipts to fund
capital schemes. This strategy enables SSDC to be more proactive in
dealing with the difficulties and unpredictability of funding that
is likely to occur over the next few years. We plan to spend
£3.65 million on capital projects in 2012/13 in the following areas
