Abandoned vehicles

An abandoned vehicle is regarded as a vehicle that has no known owner and that has been dumped. We will inspect a reported vehicle and if we find that it is truly abandoned, will affix a notice for it to be removed. Depending on the condition and positioning of the vehicle, will depend on what type of notice is put on the vehicle (either a 24 hour or one week notice).

Dead animals on paths/roads

We remove dead animals (including cats, dogs, badgers and deer) from the side of the road or from council-owned land. Dead animals will normally be collected the same day of notification.

If a carcass is causing an obstruction on a road and is likely to cause an accident, please report it to us.

If, however, the carcass is in the middle of the road and is not deemed an emergency, please report it to Somerset County Council. Carcases on the edge of a road are our responsibility and should be reported to us.

Please note, Squirrels, hedgehogs and rabbits will not be collected. Dead otters must be reported to the Somerset Otter Group.

Dog fouling

Our Dog Wardens carry out a range of duties to prevent and reduce dog fouling in public areas. These duties include the routine patrols of parks and open spaces, presentations to schools and the issuing of fixed penalty notices to dog owners who fail to clean up the mess left after their dog.

Failure to clean up after your dog is a criminal offence. Dog owners who fail to clean up after their dog can be fined and even prosecuted in court.

If you are aware of specific individuals who allow their dog to foul, please report it.

Stray Dogs

Our dog wardens collect contained stray dogs. If a dog has an identification tag, the wardens will seek to immediately return it to its owner. If a dog has no identification tag or if the owner is unavailable, the warden will transport the dog to our stray dog kennels, where they will be scanned for microchips in order to identify the owner.

Once a dog has been taken to the kennels, charges are incurred. A dog will not be released until all charges are paid.

If you have lost your dog you should contact the dog warden during normal working hours. If you have found a stray dog you should contain the dog as safely as possible and contact your local dog warden.

Contained stray dogs will be collected from 8.30 am to 9.00 pm week days and from 8.30 am to 5.00 pm on weekends and bank/public holidays. If a dog is found outside these hours, you can report it to us and the dog will be picked up first thing the next working day.

Dogs on leads and dog fouling - please read the below:

May 2011 - please see the below notices. One relates to an order which gives you notice that, if an authorised council officer in a specified area within the district tells you to put your dog a lead, then you must do so.

The second document gives notice that if you refuse to pick up dog faeces within specified areas in the district then this will be an offence and will mean a fine can be issued.

Fly-posting

Flyposting involves the defacement by advertising material (posters, stickers etc) on land, property and street furniture without the consent of the owner.

Report fly-tipping

Fly-tipping is the illegal deposit of any waste onto land which does not have an environmental permit. Waste includes: general household waste; larger domestic items including fridges and mattresses; garden refuse; and commercial waste such as builders rubble, clinical waste and tyres. Such waste is classed as a fly-tip if it is too large to be removed by a normal hand-sweeping barrow.

We are responsible for clearing up and collecting of materials that have been dumped without permission (fly-tipped) on a highway or council-owned land. We also investigate all incidents of fly-tipping for possible prosecution.

If the materials that are fly-tipped are hazardous, for example waste oil, fuel or asbestos, then please contact Somerset County Council.

Graffiti

We are responsible for removing graffiti from public buildings, subways and public areas. Offensive graffiti can be cleaned off highway signs at the request of the Police or Community Safety Co-ordinator.

We aim to remove offensive graffiti the same day it is reported.

We are responsible for regularly emptying public litter bins. If you would like a public litter bin located in an area near you, please contact your local Parish or Town Council.

Street-cleaning

Our Streetscene Team cleans and sweeps over 370 square miles of roads in South Somerset.

We undertake regular schedule street cleaning of adopted roads and foot paths within towns and villages throughout the district. Different areas of the district are cleaned on different frequencies. If you report problem area or we find an area that needs cleaning, we will deal with them rather than sticking to a schedule just because it exists

(Please note that street cleaning within the borough boundary of Chard is the responsibility of Chard Town Council).

If you wish to dispose of commercial or industrial asbestos, contact the Environment Agency. If you are unable to transport your household asbestos to a Household Waste Recycling Centre please contact the Somerset Waste Partnership.
