Pet Shop Licence

Information and advice on how to apply for a pet shop licence.

Licence summary

To run a business selling pet animals you need a licence from the local authority. This includes all commercial selling of pet animals, including pet shops and businesses selling animals over the Internet. A licence may also be required in other circumstances when animals are sold, and may never be sold from a market stall etc.

Application evaluation process

A fee is payable at the time of application. 

  1. Local authorities must have regard to the following when considering an application for a pet shop licence:
  2. Animals must be kept in accommodation and environment suitable to their species with respect to situation, size, temperature, lighting, ventilation and cleanliness
  3. That animals will be adequately supplied with food and drink and visited at suitable intervals.
  4. That mammals will not be sold before weaning age.
  5. That all reasonable precautions be taken to prevent the spread of infectious disease among animals.
  6. That appropriate steps be taken in case of fire or other emergency.
  7. We attach conditions to your licence to ensure that the above are achieved.

Licensing Officer & Veterinary Surgeon Inspection

For new applications we require that a veterinary inspection is carried out before we grant the licence. The fee for the veterinary inspection is not included in the application fee and the cost of the inspection will be invoiced to you.

For renewal applications a Licensing Officer will carry out the inspection. We can authorise a veterinary surgeon to inspect, for example, for the investigation of a complaint.

A minimum of 30 days needs to be allowed from initial application to the grant of a licence.

Any person who is refused a licence can appeal to the Magistrates court covering the area the premises is located. A court may give directions on the issue of a licence. The appeal shall be bought within 6 months of receiving written notification of the authority's decision.
