Procurement

The main function of the procurement service is to;

  • Provide support to suppliers (current and potential) and ensure the council is “open for business”
  • Provide strategic advice for tendering and contract award activity where appropriate to SSDC staff
  • Be the custodian of the procurement strategy and related policies
  • Ensure procurement takes place in accordance with UK and EU procurement rules and with our own Contract Standing Orders.

  1. Contract opportunities

    The Council uses the ProContract system provided by Proactis as its e-tendering solution. This solution can be accessed by suppliers via the Supplying the Southwest Portal.

    All contract opportunities are advertised via the Portal together with the requirements of most of the local authorities located in the Southwest.

    By accessing this portal you will be able to view the latest opportunities. Following registration you will be able to view opportunities, receive alerts, obtain more information, download the documentation and submit responses for any advertised opportunity.

  2. Expenditure Data

    What is in this data?

    Details of all expenditure incurred by South Somerset District Council with a value that exceeds £500. This includes general expenditure as well as payments as part of grants to voluntary, community and social enterprise organisations. For clarity the term “Payments” only refers to payments made directly from the authorities budget.

    As a council, all our financial information and budget setting has always been publicly available and decisions on our budget setting are made in public meetings.

    However, the Government wants to improve transparency so the aim of publishing each 'spend' is to make it easy for you to see more specifically how we spend money.

    This does not include grant aid or cases where some of our funds are transferred to another council such as Somerset County Council to deliver part of a partnership service as it would be misleading to publish these in this format as a separate 'spend', but we would be more than happy to go through this with you if you are interested.     For each payment the following information will be available:

    • Directorate/service that incurred the expenditure
    • Supplier
    • Payment date
    • Net Amount
    • Purpose of Spend
    • Procurement classification / Merchant category
    • Contract reference (If relevant)

    There are occasions where the 'Supplier Name' has been replaced with:

    • REDACTED PERSONAL DATA where the data would otherwise identify an individual in the context of their private life
    • REDACTED COMMERCIAL CONFIDENTIALITY where confidentiality prohibits the council from naming a supplier

    We will publish this data quarterly, in the month following the quarter to which the data and information is applicable.

  3. Contracts Data

    Open Contracts Data - at June 2019

    What is in this data?

    Details of open contracts, purchase orders and framework agreements placed by South Somerset District Council with a value that exceeds £5,000. You can also view up to date information on significant contracts placed via the Supplying the South West portal as contracts are awarded on the Supplying the South West Portal.

    This dataset is a requirement of the Local Government Transparency Code 2015.

    How often is this data published

    We will publish this data quarterly, in the month following the quarter to which the data and information is applicable.

  4. Invitation to Tender and to Quote

    Current procurement opportunities with a value over £25,000 are published on the supplying the Supplying the South West Portal. These can be viewed by selecting ‘South Somerset District Council’ and ticking the ‘all opportunities’ box followed by ‘search’. This list of opportunities is updated as new opportunities arise.

    For each Invitation to Tender the following information will be available:

    • Reference Number
    • Title
    • Description of goods and/or services sought
    • Start, end and review dates
    • Local Authority department procuring the goods/ services
